This is a type of dried anchovy, a Vietnamese specialty, belonging to the black anchovy or larger anchovy species (body length approximately 6-8cm, thick, fatty flesh). "Head-broken" means the heads and intestines have been manually removed before steaming and drying, resulting in cleaner, less bitter fish that is easier to prepare and more palatable (no need to cut off the heads when cooking).
